Yes, and I hated having to go through it. It was quite humiliating. I cried tears of rage. But I was very young, and it taught me a valuable lesson. I swore I would never allow myself to be put in that painful position ever again. I had failed to prepare the surface properly, and the paint started to bubble up. Then it started to peel. Then it started coming off in sheets. I was forced to strip it all off and start over, this time beginning with a thorough sanding and following with a good primer. I learned the importance of doing it right the first time. I was never again forced to strip.
